Revised EU Procurement Thresholds applicable from 1 January 2026

The EU Commission has published Delegated Regulations - (EU) 2025/2150, (EU) 2025/2151 and (EU) 2025/2152.

These Regulations outline amendments to the EU thresholds for the Directives 2014/25/EU, 2014/23/EU and 2014/24/EU respectively, which replace the thresholds that were in place from 2023-2025.

The revised thresholds (exclusive of VAT) apply from 1 January 2026. Contracts above these thresholds must be advertised in the Official Journal of the EU (OJEU).

The main OJEU advertising thresholds with effect from 1st January 2026 are as follows:

Works:

€5,404,000 – Government Departments and Offices, Local and Regional Authorities and public bodies

Supplies and Services:

€140,000 – Government Departments and Offices

€216,000 – Local and Regional Authorities and public bodies outside of the Utilities sector

€750,000 – light touch regime – social and other specific services listed in Annex XIV of the EU Directive 2014/24/EU.

Utilities (for entities in Utilities sector covered by GPA):

€5,404,000 – Works Contracts

€432,000 – Supplies and Services
