The Commercial Skills Academy (CSA) offers practical training for public servants involved in delivering public works projects, such as those outlined in the National Development Plan (NDP) and Project Ireland 2040 (PI2040).
The aim of CSA training is to provide public servants with an understanding of key issues, commercial skills, and best practice approaches for effective project delivery throughout the entire lifecycle of a public works project.
The training offerings consist of a suite of learning supports designed to meet the training needs of both developing and experienced level practitioners. The Commercial Skills Academy (CSA) is a unit within the Infrastructure Division of the Department of Public Expenditure Infrastructure Public Service Reform and Digitalisation.
The CSA has delivered over 40,000 hours of continued professional development to public sector employees engaged in delivery of public works projects.

An Introduction to Public Works Procurement is introductory level training aimed at public servants who are new to public procurement and are engaged in a capital works project under the NDP. This course comprises of five modules, introducing participants to the basics of public procurement making them aware of the EU Directives, Statutory Instruments, Infrastructure Guidelines and the CWMF (for works projects). Participants can complete Module 1 or all 5 Modules. This training is delivered entirely online using self-directed learning. A combination of Instructor led and virtual training will consist of a set of three [3] training modules addressing topics that arise in the planning & design, selection & appointment of technical experts/consultants, specialists and contractors, and contract management phases of public works projects. Modules will include group/interactive exercises, debates, applied case studies and examples relating to the course topics and participants working situations.
Training modules will address topics that arise in:
1) Project planning & design.
2) Selection & appointment of construction technical professionals and contractors/specialists
3) Contract management of public works services and construction contracts used to deliver public works projects in accordance with the CWMF.

This is a two-part eLearning modular programme available on the Learning Management System. This course is self-directed and interactive and is designed for anyone who is involved in the public procurement processes for small works projects valued at less than €1 million.
The training course is based on a case study example project that utilises the PW-CF6 form of contract for procurement of the Works Contractor, and COE 1 for procurement of the Design Team.
Part 1 of the course covers how to procure a single point of contact design team. Part 2 covers how to procure and appoint a main contractor for the works.
This training course, along with our interactive training manual will guide you in applying learnings to small works projects.
