The LCC Scheme is a 5.86km long extension to the Luas Green Line running from St. Stephen’s Green to Broombridge.
LCC is the fourth extension to the Luas system since it went into service in 2004. This extension was different from earlier ones. A balance had to be struck between managing the construction of an exceptionally complex project and keeping the city open for business.
Transport Infrastructure Ireland (TII) submitted a Railway Order application for the scheme to ABP in June 2010 and planning approval was granted in August 2012. LCC commenced passenger service on 9th December 2017, the target date set in the 2012 Business Case.
Despite many issues and challenges, and as a result of the management approach, the project was completed on schedule and is projected to outturn at €382.5M with the majority of the contracts finalised and only minor expenditure remaining. This figure is 3.94% over the original budget of €368M set in 2012. This compares favourably with other similar large-scale infrastructure projects worldwide.
