What is the Capital Works Management Framework?

The Capital Works Management Framework is a set of guidelines and tools used by the Irish Government to ensure that public construction projects - like schools, hospitals, and transport infrastructure - are delivered efficiently, cost-effectively, and to a high standard.

The CWMF provides a structured approach to the planning, procurement, and delivery of public capital projects. It standardises processes across departments and agencies, promotes risk management and accountability, and facilitates consistent documentation and decision-making throughout the project lifecycle.

The CWMF Advisory Procurement Skills Unit of the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation has responsibility for all policy aspects regarding the procurement of works contractors and construction related service providers, including implementation of the Capital Works Management Framework (CWMF).

The CWMF empowers public bodies to meet their core goals by providing public works contracts, template procurement documents, and guidance that is free to download.
